We are hiring a highly motivated Scrum Master / Technical Project Manager for placement with one of our reputed Singapore-based deep-tech technology clients. The client is working on advanced technology solutions and engineering systems involving quantum communications and secure communications technologies.
The selected candidate will work closely with the Product Lead, engineering teams, and external stakeholders to translate product requirements and technical direction into actionable engineering plans, maintain delivery momentum, manage dependencies and risks, and ensure clear communication across all stakeholders.
This is a project delivery and Scrum-focused role rather than a technical lead position. However, the candidate must have sufficient technical understanding to communicate credibly with engineers, understand engineering trade-offs, and identify potential delivery issues.
Role & Responsibilities
- Work with the Product Lead to plan, prioritize, and track engineering delivery across multiple workstreams.
- Facilitate Agile/Scrum ceremonies, including:
- Sprint Planning
- Daily Stand-ups
- Sprint Reviews
- Retrospectives
- Continuously improve Agile/Scrum processes, team collaboration, and delivery practices.
- Manage engineering timelines, milestones, dependencies, and project risks.
- Identify delivery issues and escalate risks early and clearly.
- Act as a key interface between the Product Lead, engineering teams, wider organization, and external stakeholders.
- Coordinate communication with government programme officers and other external stakeholders when required.
- Maintain clear and consistent communication across technical and management stakeholders.
- Remove blockers and facilitate timely resolution of issues affecting engineering delivery.
- Keep engineering teams focused on agreed priorities and delivery objectives.
- Track project progress against scope, timeline, milestones, and requirements.
- Support preparation of project documentation, status reports, project updates, and milestone reviews.
- Support project planning, coordination, and delivery activities across multiple technical workstreams.
- Contribute to commercial and research proposals and bids when required.
- Identify opportunities to improve team productivity, delivery processes, and project execution.
- Perform other related functions as assigned.
Job Requirements
Educational Requirements
- Bachelor’s degree in Engineering, Physics, or a related technical discipline.
- Background in Electronics, Optics, Communications, or a related technical field is preferred.
- 3–5 years of relevant experience in technical project management, Scrum Master roles, or engineering programme delivery.
- Strong academic achievements and/or demonstrated passion for technology through extracurricular activities will be an advantage.
- Genuine curiosity and interest in working with emerging and deep technologies.
Required Skills & Expertise
- Demonstrated experience managing Agile/Scrum processes in a hardware, systems engineering, or technically complex environment.
- Strong understanding of Scrum practices, sprint planning, delivery tracking, retrospectives, and continuous improvement.
- Experience managing project timelines, dependencies, risks, blockers, and milestones.
- Strong interpersonal and communication skills.
- Ability to work effectively with demanding, fast-paced technical teams and stakeholders.
- Comfortable communicating with government customers, programme officers, and external stakeholders in Singapore.
- Ability to understand technical products, engineering requirements, and technical trade-offs without being the domain expert.
- Strong organizational and coordination skills.
- Proactive, energetic, and delivery-focused approach.
- Ability to identify issues quickly and maintain momentum in a fast-moving environment.

Preferred / Advantageous Skills
Experience in any of the following areas will be considered an advantage:
- Background in optical communications, including fibre-optic systems.
- Electronics or photonics experience.
- Certified Scrum Master (CSM) or equivalent Agile certification.
- Experience delivering R&D hardware or systems projects.
- Experience working with government or defence customers.
- Familiarity with quantum communications, Quantum Key Distribution (QKD), or secure communications.
- Experience working in a startup or scale-up environment.
- Experience coordinating multidisciplinary engineering teams.
